The flat screws on the scope give it away as a repro. I agree, but I saw a post where someone said the screws on a scope 'might have been replaced but the scope is legit'. Thats why I try to find as much possible to make my argument. The fact that the two serials match identically cant be explained...

Izhevsk Ordnace Factory. They made M91's 1919-1926 and Dragoons 1919-1928. The front globe sight and the rear sight show it to be an ex-dragoon as they have been updated post WWII to the 91/30 configeration. Very nice rifle. I want one!

IMHO..I dont want to speak for anyone else... Spanish Civil War and Chinese Mosins are the only ones where I'd say mismatch is ok. Beyond that the goal is for matching first.
