Is there any record of how many rifles NEW sub contracted out to Fox Arms? Are the Fox Arms marked M91 rifles rare?

Fox Arms was a subcontractor for N.E.W. but they only made parts. Specifically they made 400,000 barrels and the same number of magazine assemblies, so the answer to your question is zero rifles. There is a receiver stamp that has been identified as a Fox Arms stamp, but this is disputed. In his definitive book on U.S. made Mosin's, author Charles Clawson states " Contrary to some stories, Fox Arms did not manufacture Mosin Nagant receivers."
