This is not a complete sight, this is just the base for one, the sight ladder is missing.
Leave it as it is. The ages have been at work on it and man can only mar it.

If this is indeed an 1893 Spanish Mauser, Liberty Tree might have the sight ladder but not the spring. That might be a little difficult to find. I didn't see a spring installed in your pictures. Of course, you must be absolutely sure what this rifle is before you try and source parts for it.

Will Spanish 1916 (small ring mauser) parts swap with a 1893? I have a 1916 parts gun. I don't think so. The rear sight on the 1916 looks a lot different, but I don't know. I'm pretty sure a 1891 argentine sight is similar and might work. Also do any of you know if there is a scout mount that'll fit. I just want to shoot the thing.

The 1916 had several rear sight configurations. So, I can't be sure. If you have a 1916, you can always try to fit it and see what happens. But I don't think they are interchangeable.. If they even fit, they probably wouldn't work too well. One is configured for a long rifle and the other one for a short rifle.
