According to Matt DiRisio's excellent book, "Finnish Mosin-Nagant", M24s were put together between 1925-1928.
Without a clear tang stamped date, it would be hard to say about the receiver.

This is a refurb. These are force matched serial numbers. In the first photo you can see where the original was ground off. There are remnants of the original number still visible. The circled mark in the third photo is a refurbisment mark. Scroll down at this link. It will show various refurb marks...

It's a refurbished 91/30 in a late/post war laminated stock. They were renumbered to match the barrel shank. You might find Izhevsk or Tula parts marked with the same number .

Yes, it is a pretty uncommon conversion i think. And yes, the rubber bayonet was used to practice close combat / bayonet fighting training. It has been used apparently also on M39s, as I found in some books and pictures. I was very surprised to know that also M28 rifles were modified for this usage...

H380 is good when the weather is not too cold, I had ignition issues with it in below freezing conditions.

Be careful. There are far more reproduction M39 bayonets than surviving originals. I would suggest that posting images on the internet for authentication purposes may not be the best approach. Decent (not Great) reproductions can be found for under $150.00. why not the best idea? By the way, ive do...

If you use a bronze brush and oil, that rust will come off of there and not hurt the bluing that is left. Cool rifle.
