Almost all surplus ammo has a mild steel core. I think what you meant to ask is "is all surplus ammo armor piercing?" And the answer to that would be no. AP pretty much always has a black painted tip. As to where you can get some, unless one of the guys here will sell you some, or you can ...

Another forum had pics of a round cut in half. It's just a jacket over a (very thin) hollow metal or plastic core.

I have some. I didn't realize you could get it anymore. The kids love it. Way easier on the shoulder. I haven't ordered any yet.
