A magnet, take one off the icebox door and hold it to the tip of the bullet, if it sticks then there is steel inside the bullet. Aren't the jackets steel too? Almost all surplus ammo has a mild steel core. I think what you meant to ask is "is all surplus ammo armor piercing?" And the answer to that would be no. AP pretty much always has a black painted tip. As to where you can get some, unless one of the guys here will sell you some, or you can ...

I carry either a Keltec P3-AT .380, Glock 26 9mm, or Glock 19 9mm. Gold Dots in all. +P 124g in the 9's 90g in the .380 Dutch loaded with hardball in the winter. I have some. I didn't realize you could get it anymore. The kids love it. Way easier on the shoulder. I haven't ordered any yet.
