1 1/4 inch MOA with my PU sniper, with milsurp ammo. 147 grain Bulgarian..

I get 1 inch MOA with my Fin M39!

With my regular 91/30's I have gotten 1 1/2 with iron sights at 100 yards also with MILSURP ammon!

Sometimes you will get a refurb 91/30 that will surprise you, I have a few that did, most will not, the M39 on the other hand is a pretty sure bet when it comes to accuracy with nearly any surplus or commercial ammo you use in it.
Leave it as it is. The ages have been at work on it and man can only mar it.
