Sporter Rem with odd markings

Sporter Rem with odd markings

Hello everyone. Recently I picked up this Sporter mosin since I wanted to get into hunting and I didn't want to lug my full size tula around nor risk damaging it.

Turns out this is a 1917 Remington m91 that was converted at sometime. The guy I bought from mentioned the guy who he got from said it was in his family for 80 years. But how true that is, I don't know. I believe this is an sporter sold in the early 1900s or a finn cub.

What's more interesting however, is this marking under the eagle crest, it looks like a yll that's been underlined. Someone told me it appears to be a tsars marking. But I'm not sure. Anyone know what it means?
