I don't know what's going on specific to California ammo sales, but supply is low all over, has been for some time. While some prices have come down, many have not and for the less common rounds the price stays high. My guess is Winchester isn't putting a lot of time into producing 7.62x54r right now when demand for 9mm, .45, .380, .30-06, 7.62x51mm, and .223 remains at higher levels than they can satisfy . Likely the box's you saw come from pre Covid production, and were all they were able to find.

It's getting pricey all over the place and even shopping online is costing more since shipping costs have gone up due to high fuel prices.

I was in Idaho earlier this month to officiate one on my niece's wedding (it was spectacular!!) And was told the same issue is going on up there. No ammo and getting gouged for what there is.
