You need to define authentic. If you mean all original, from the factory, then they are rare as hens teeth. If you mean Legit, well they are not quite so rare depending on the model you are looking for.

Generally, most of the PU snipers are refurbished (Like Miller said).
Generally, Tulas, bring a few dollars more then Izhevsk. That has nothing to do with anything other then people always like the Tula symbol more.
After that, it depends on if it is:
all matching
mostly matching
swcope replaced
condition
And lastly (for me) importer.
But generally, they are all pretty close in value
Then there are the "other countries" PU snipers that can be a lot more valuable.

Lets look at it this way. A prefect PU rifle would be one taken off the line in WW2 or in 45,46,47,48. It would have
original matching
-numbers
-stock
-scope
-no rebuild marks or any indications of same
then price would be impacted +/- by year (production numbers) arsenal (Tula made fewer rifles during war years but Izhevsk made very low production numbers of rifles in post war years), provenance
It should be noted that a PE or PEM meeting the aforementioned requirements would be infinitely more expensive. This is all my opinion and I am sure
