Just got my first M28. The rifle is a Tikka in a modified NEW M91 stock. Matching numbers on butt plate and bolt.

Your rifle used to belong to the [City of] Turku Civil Guard ("Turun suojeluskunta"). Being the third largest city in Finland during the 1930s, it is not exceptionally rare Civil Guard number range.

Mailman brought me this last night. I assume it went through some sort of refurb after the war or was not issued. Either way it is in very good condition. Still cosmoline in places on it.

This is my 28 Ski trooper with super low serial number. I understand there are some people on this forum who are experts on these rifles and I was hoping to know more about it. I traded my Russian capture k98 for it and since there were only 6000 ski troopers made, I thought this was a very good trade.
