Marking question

Does anybody Know what a 25 inside a triangle just above the serial number means? I ran across 2 with this today. Also bought a 1942 tula with a Z looking mark (or a 7), it's on layaway so will get it in a month or so :biggrin:

I've had a couple of them. Orange paint? So far it's unknown but some theories are that it was location of refurb.
