Could be, have 2 from libertytree that came with 91/30 finn SA marked sling. Libertytree selling as Finn $29. check site pictures. God Bless America. Pro Libertate Patria

It resembles a pork rind, but very cool and historic.

It could be Finn, not all were SA marked. Could be Russian, hell it could be any country that made dog collars to be honest. No way to tell.
