Bayonet question?

What could have done this to the blade I know it's in rough shape but what would have ate through the blueing in just certain spots?

It could be the work of a dremel tool. I was given a bayonet that somebody started converting into a hunting knife and you can see the marks where they started to polish it with a dremel tool.
