I've seen the marking (if you are referring to the circle with a sort-of-star) on other "Balkan" rifles. It's a marking from some Soviet satellite/cold war country.

Since neither one was invented when that law was written, maybe the law needs to be revised. They make a gun fire like a machine gun, I don't see the need for either for hunting or self defense. My initial thought is an M91rv stock. I think the M27rv stocks have a scallop cut under the bolt handle for the bent bolt. I didn't have much luck finding one using Google.
Not sure if you could solder the old one on, using the witness marks on the front sight and (what's left of the base) to align the front sight.
There has to be a cut off barrel end floating around for sale somewhere.

Probably better off selling the gun and looking for something that suits your tastes more. The cost associated with buying/replacing the barrel would be high. I understand wanting an accurate (or fairly accurate rifle). Nobody likes shooting six inch groups...tighter the better. With the old surplus...

Any 91/30 stock would work, probably. I don't know how nitpicky into details one could get with regards to refurb facilities.
